[gutsy] gnome-panels remain visible in full-screen mode in gqview with compiz normal effects

Bug Description

Binary package hint: compiz

With compiz normal effects turned on, the gnome-panels (top and bottom) are still visible in full-screen mode in GQView using Gutsy tribe 4 and:

- gqview 2.04-0ubuntu1
- compiz 1:0.5.2-0ubuntu3
- Mesa DRI R300 20060815 AGP 4x x86/MMX/SSE2 TCL (1.3 Mesa 7.0.1)

When 'no effects' are chosen, the panels disappear as they should.

The following apps do work correctly in full-screen though: eye-of-gnome, gthumb, gimp, firefox, evince.

gqview must be setting itself fullscreen in the old (bad) way of just making it's window the size of the screen instead of setting the fullscreen flag. compiz's place plugin prevents these windows from going over dock type windows.

My gnome-panels now disappear when I switch to full screen mode in gqview (which is still the same version, so it must be a compiz change). compiz is now version 1:05.2+git20070918-0ubuntu3.

However, I've noticed the gnome-panels still remain on screen when running wine apps in full-screen mode.
