Cannot make or receive calls on #133 (and possibly before) mako

Bug Description

Can't receive calls (they go direct to answer phone)
Can't make calls (dial button is greyed out)
Signal indicator shows no bars.

Swapped SIM with another phone to confirm it's the phone/software and not the SIM.

Something odd has happened to this phone. I have now reverted all the way back to #119 (the last promoted image) - without wiping my device - and the cell modem still doesn't work. Seems like something has wedged it in an "off" state and I can't switch it back on again.

Seems at some point I've managed to get my radios wedged off.

Updated to #134 again and I can't seem to get out of having BLUETOOTH and WWAN as true.

I have tried flipping the flight mode switch on and off, and tried the /usr/share/urfkill/scripts/flight-mode script too.

the above script bought the modem online again.
