Bug Description
Steps to reproduce (using sample data):
1. Open http://
2. In another browser tab open the same page of step 1.
3. In the first tab, click 'I accept the PPA TOS' and click Activate
4. In the second tab, repeat step 3.
5. OOPS-600E1097 IntegrityError ERROR: duplicate key violates unique constraint "archive_
