Bug Description
When installing no-ip, the /etc/no-ip.conf file isn't generated. It's automatically generated when configuring no-ip with "sudo no-ip -C" command.
In fact, this config file should be stored in /var/lib because it's a binary file.

Using no-ip 2.1.3-3build1 on Gutsy
The bug is still present when running no-ip manually but no-ip still works without problems when started through init.d
