Bug Description

When upgrading from Ubuntu 13.10 to Ubuntu 14.04.1 with update-manager -d -c triggers a release note type page on Trusty which indicates that 14.04 is still in devlopment, if you drop the -d you get upgraded to the same place without such a warning.

Oh this is probabally indicating that the -d version of the command is actually upgrading us to 14.10 utopic and that the text for that has not been changed.

The use of -d is in the test case in the ISO tracker and is wrong when testing for a point release.

I noticed this in the same general test case, except mine was i386, but I'm currently running an Ubuntu Precise -> Trusty upgrade using update-manager -d -c and it did not display the dev version warning.
