There are two issues causing this:
1. We install -dev packages when we don't need to (Fix: https:/
2. Replacing new mircommon-dev with libmircommon-dev doesn't work (Fix: https:/
Any of these landing should fix the CI failure, but they both need to land since they fix different core issues.
