Bug Description

Please backport openstack-pkg-tools 8 (main) from trusty to precise.

Reason for the backport:
========================
This is needed in order to backport python-json-patch and python-json-pointer without having to make changes to the source package.

Testing:
========

The package is built for precise in ppa:andrewsomething/python-jsonpatch

* precise:
[X] Package builds without modification
[X] openstack-pkg-tools installs cleanly and runs

No reverse dependencies
