Library Editor doesn't save the *.dcm file when creating a new library.

Bug Description

When creating a new symbol and save it to a new library, the *.DCM file with the contents of the documentation fields is not created. All entered data will be lost.
*.DCM file associated to the library file *.LIB is saved only when the new library will be added to the project, opened as a working library and saved again.

I think the *.DCM file should be saved along with the new library when any of these fields isn't empty.
