Unable to download anything

Bug Description

When I try to download applications or install updates it comes up with the message, E: dpkg was interrupted, you must manually run 'dpkg --configure -a' to correct the problem.
E: _cache->open() failed, please report.

What do I use to run it manually?

Ubuntu Fiesty 7.04

Alt-F2 -> Type gnome-terminal
In that terminal type "sudo dpkg --configure -a" without the quotes, then your user password.
