postconf readme_directory reports a directory when upstream README files are not installed

Bug Description

Binary package hint: postfix

The postifx package sets readme_directory = /usr/share/doc/postfix even when postfix-doc isn't installed and so there aren't actually any README (except the Debian one) files there. If the README files aren't installed (in postfix-doc) then it is suprising from a user perspective to be pointed at a directory that has no readme files. postconf readme_directory is the method recommended in postfix(1) for finding the README files.

It might be better to set that to No in postfix and let postfix-doc set it if it's installed. While postfix-doc may not edit config files belonging to postfix, perhaps the postinst for postfix-doc could call postconf and postconf change the setting.
