Indicator links doesn't raise settings

Bug Description
Test case:
- Open the system settings app.
- Open the launcher using the left swipe.
- Select the Ubuntu button to return to the home screen.
- Open the power indicator by swiping from the top by the battery icon.
- Select the "Settings" item at the bottom of the indicator entries.
Expected result:
- The indicator should close.
- The settings application should come to focus.
- The settings app should display the battery settings.
Actual result:
- The indicator doesn't close.
- Settings is not focused.
- Settings doesn't display the battery settings.
Tested in krillin image 9 rtm-proposed.

Since URL dispatcher can't effect the menu behavior passing this to Unity8 so hopefully it can get figured out.
