Time displayed should be report time, not run time

Bug Description
Currently, the on-screen report displays the time the report was downloaded. I think it would be more appropriate for it to display the time relating to the information displayed in the report.
The following works to retrieve the report's time and display it in the same format as it currently is. There may be a shortcut, but I haven't found one:
time.ctime(
