krb5-user fails to install on Dapper

Binary package hint: krb5-user
I have a fresh install of Dapper. I need to install krb5-user:
1) Added the universe repository
2) apt-get update ; apt-get install krb5-user
I get the following:

Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
Since you only requested a single operation it is extremely likely that
the package is simply not installable and a bug report against
that package should be filed.
The following information may help to resolve the situation:

krb5-user: Depends: libkadm55 but it is not going to be installed

So then I install libkadm55 (apt-get install libkadm55) and then try krb5-user again:

This used to work with dapper but seems broken all of a sudden.
It just looks like the dependency tree got messed up or something.

This sounds like the problem I ran into and reported as
https:/ /bugs.launchpad .net/ubuntu/ +source/ krb5/+bug/ 121923
The failure was caused by an inconsistency in /etc/apt/ sources. list
which had universe multiverse for dapper but not dapper-security
Is that true for you?
