[xkb] Lingala and African Keyboard Layout

Bug Description

There is no keyboard layout to input Lingala specific characters (ɔ - open o, ɛ
- open e) and tonic accents.

tentative lingala keyboard layout

I also made a Windows version of this layout, so lingala speakers I know can
try it and give feedback on the character disposition.
This layout is based on the US international layout.
I will add a layout based on the French layout soon (already available for
Windows).

I'm also adding a more general African Language Keyboard Layout. I'll try to see
if I can do that upstream.

This can probably be closed since the Lingala keyboard layout is upstream. Other African keyboard layouts are being added upstream, it would be nice to have xkeyboard-config and xkb-data updated more often.
