Bug Description

some of the fonts don't have the characters at all (Gargi), others have just
wrongly encoded characters like Rekha. Not that I use these fonts, but they are
installed by default and are selected by applications (see #7409, oocalc using
Gargi), so the wrong encoding in Rekha may lead to wrongly displayed characters
on the screen.

that report was reported in the hoary time frame; for oocalc that should be fixed in the final hoary release.

The latest version of Gargi has been added to ttf-indic-fonts in Debian unstable (in 0.4.8). Please test whether the problem persists with the latest font and close the bug if it is no longer applicable
