Copying pages / templates without having an account

Bug Description

Mahara users who are not on the same Mahara instance are often interested in templates from users that are not on their instance. They can ask the owners to make a Leap2A export and then receive that via email.

It would be nicer if it were possible to have a "Copy button" that instead of copying the portfolio (page or collection) into your account (since you don't have one), creates a Leap2A export file that you can download and then import into your own instance.

So you mean have the ability to export to Leap2A someone else's page? So kinda work like Portfolio -> Export but auto-magically select leap2a and the particular page to export (and I guess make sure the user has view permission on the page) and head straight to the actual exporting part all from the click of a button on the view page.

It sounds doable :)

Yes. Because when you allow copying, people on the instance can copy it into their own accounts and then make a Leap2A export. However, people without an account, wouldn't be able to copy the page into their Mahara instance. Hence, the direct Leap2A export. Thus, if copying is allowed and we have a "Copy page / collection" button on the page,

1. Make a copy into the user's account if they have an account.
2. Make a Leap2A export for users without an account.
