Binary package hint: krusader
Krusader doesn't install "ordinary" menu item into K monu, only sudo one.

I have the same problem in Kubuntu Gutsy Beta: krusader 1.80.0-1 .
I think that it is actually a more general issue: the package is installed belonging to "root". Thus, ~/.kde/ share/config/ krusaderrc is owned by "root" (not by the ordinary user, as all the other "rc" files in the same folder); as a consequence, when using it as a ordinary user I get an error saying that "krusaderrc" is not writable and that no changes in configuration will be saved. Of course, a simple workaround for the latter is to change
sudo chown <user>:<user> ~/.kde/ share/config/ krusaderrc && sudo chmod 600 ~/.kde/ share/config/ krusaderrc
