add/remove application vs synaptic

Bug Description

Binary package hint: gnome

there is a confusion what can be installed with
- gnome -> applications -> add/remove
- system -> synaptic
- apt-get in terminal

for a user, especially the two first options are difficult to understand
why is rdiff-backup not an application and must be installed with synaptic? (other examples possible).

is it possible to reduce this confusion to allow a drop back from add/remove to synaptic if the package is not found
or (not so desirable) communicate the difference when things are one place or the other.
