Bug Description
The help panel on /bugs/+filebug should explain when to choose an Ubuntu package and when to choose an upstream project. This isn't immediately clear to people who are less familiar with Launchpad's distinction between upstream and distribution bugs.

However I'm not sure that really answers the question.
Brainstorming a bit... You would select an upstream project rather than the ubuntu project if one or more of the following are true:
* You've tested the upstream version of the package from their revision control system, and can confirm it occurs there
* You have reproduced the issue on another distribution besides Ubuntu
* You know there have been no Ubuntu-specific customizations to the package
Or is that TMI?
