I've tried to install ubuntu-dev-tools but dpkg reports a file conflict as the Replaces/Conflicts is wrong:
Replaces: devscripts (<< 2.10.7ubuntu3)
Conflicts: devscripts (<< 2.10.7ubuntu3)
