Version 1:14.04+20141110 depends on language-pack-nb-base (>= 1:14.04+20140707) which do not exist

Bug Description

Got a verison conflict in APT when updating my Ubuntu 14.04 servers. Version 1:14.04+20141110 of language-pack-nb depends on language-pack-nb-base (>= 1:14.04+20140707) which don not exist.

The underlying reason for this problem is language-pack-nb-base 1:14.04+20140707 which is only available in trusty-proposed, not the offical repositories. -proposed is used to test newer versions of packages to make sure they build and work as expected before they are migrated over to the regular repositories and become available for everyone. This usually takes a short amount of time, but it looks like this package has been stuck in -proposed since July this year.

Presumably the newer version of language-pack-nb has been built against the dependencies available in -proposed but since the underlying changes hasn't been migrated over it causes problems because it requests a newer version than the commonly available one.

The dutch/flemish language pack is affected by a similar problem (bug 1394923), and presumable other languages too.

This issue has been fixed by bug 1394923 which also resolved the problem for other languages affected, including Norwegian Bokmål. The packages are now available/installable and I am no longer able to reproduce this issue.
