Bug Description

  affects /products/bzr

bzrlib.upgrade.Converter relies on the control directory being named
'.bzr' to be able to back it up. If this directory does not exist, it
bails out.

This is true, it is hardcoded into _backup_control_dir, and it would be better to ask the BzrDir for the control file name, or perhaps ask it to make the backup in an appropriate way.
