build of openldap2.3-dev packages

Bug Description

Dears,

It seems that the openldap2.3-dev package is not built (also in Debian).
Comments in the rules file says :
# Don't build the libldap2.3-dev package until after sarge release
# so nobody can build against it.
dh_builddeb -a -Nlibldap2.3-dev

but the package is nowher to be found.

Release of this package would give the possibility to build krb5-kdc with ldap backend support (need LDAP_VENDOR_VERSION > 20224)

openldap2.3-dev is not provided to prevent any package from inadvertently linking to openssl, to which openldap2.3 is linked. The reason for this is that openssl is considered by the FSF and Debian to be incompatible with the GPL.
The openldap2 package contains older versions of the libraries that are not linked to openssl.

This will be fixed when openldap2.4 is ready, since it will be compatible with gnutls.
