Window placement does not respect gnome-panel

Bug Description

Binary package hint: compiz

Launching applications in GNOME with compiz causes gnometerm and others to launch snapped to the upper left corner of the screen, leaving their title bar underneath the top gnome-panel. Placement should respect gnome-panel.

This bug goes away by turning Desktop Effects to off in System->Preferences->Appearance.
