Add JP mirrors to the "Download Server" list

Bug Description
More Japan mirrors should be shown in "Download Server" list.
Steps to Reproduce:
1. Click System > Administration > Software Sources
2. Choose "Other..." in "Download from" list
3. Expand "Japan"
4. Only 2 mirrors shown under "Japan"
Expected results:
The following 2 mirrors should be add as Japan mirror.
ftp.jaist.ac.jp - https:/
ftp.yz.
