Thank you for taking the time to report this bug and helping to make Ubuntu better.

All the supported upgrade paths from 8.04 are end of life now, and no longer supported. So although there might well be a bug here, it could only be fixed in a release of Ubuntu that no longer receives updates. So I don't think there is anything we can do to fix a bug in such an old and unsupported automatic upgrade path.

I suggest that you install a fresh system on a current release, and migrate your database over from 5.1 manually.

Changed in mysql-5.6 (Ubuntu):
status: New → Won't Fix
summary: - Bug against "update manager" package
+ Upgrade from EOL version 5.1 fails
