swift functional tests failing with py.error.EACCES: [Permission denied]

Bug Description

as a result of https://github.com/openstack-infra/project-config/commit/091a6c7e9cfab76f5df012f1f3fe8f497317d035 and https://github.com/openstack-infra/project-config/commit/d19009b495ffe9dc897fa3effdf26ff369260702 the swift function tests started to fail on most projects, it was quickly resolved with this commit https://github.com/openstack-infra/project-config/commit/57ecb487a15d744c0e1fa36fce752ffebe3c862b - to re-introduce the sudo command to fix the permission errors that were being surfaced.

The error that was being seen was:
py.error.EACCES: [Permission denied]: mkdir('/opt/stack/new/swift/.tox',)
