wizard aborts and goes directly to the dash

It also happens after a fresh flash with bootstrap.

How reliably does this happen for you?

Michael, seems to happen quite reliably here after bootstrapping / wiping. I can change the language, skip the SIM page and then wizard goes away.

I think what maybe happens is the dash is getting restarted after the language change and the shell gives it focus, dropping the wizard.

I have a fix for this, working on branch.
