Error 400 Bad Request when adding a limit to the cluster list URL

Bug Description
When i query the list of cluster with a limit parameter, it comes back with an ERROR 400 Bad Request. I hit the API using this request: v1/clusters?
This is what i see in the cue api log:

I know that filtering might not be implemented yet but horizon is sending this querying parameter by default.
