Bug Description
Revision 4330 of 6.1 added functionality to add missing Foreign Key constraints. Unfortunately during database creation the user table contains invalid data, because the admin user is created with company_id = 1 before the main company is added to the database.
The solution will be to add the company beforehand as well.
