syslog option help text is out of date

Bug Description

The use_syslog option help text says that RFC format is "going to be" the default in J. We're past J now without that happening. So either the help text needs to be updated with whatever we're doing now or we change the default.

My vote is to change the defaul to RFC format.

    Default to True for use-syslog-rfc-format

    The use-syslog-rfc-format option was scheduled to be defaulted to
    True in the J release. This is finally changing.

    Use proper deprecation for use-syslog-rfc-format option

    The use-syslog-rfc-format option wasn't deprecated properly since
    there would be no log warning if the option was used.
