gtk-about and gtk-help icons are not consistent

Bug Description

The gtk-about and gtk-help icons appear in most applications, under their Help menu (Help->About and Help->Contents, respectively). The two icons have very similar design (letter on a blue circle) but the About icon is bigger.

The Help icon should be redesigned to match the About icon.

Currently the Human iconset is missing the actions/gtk-help icon, however because of this the system WOULD be using the gtk-help icon from the GNOME iconset, which is now different than the gtk-about icon in Human. Setting as Invalid, feel free to reopen if you still think this is an issue.
