The temperature makes impossible the installation on HP OMNIBOOK

Bug Description
Indeed the system crash durring the installation , the system reports that it reach critical temperature at less than 44°C even if fans are active.... (it's the same with ubuntu kubuntu and xubuntu)
The only Issue I found is to put my laptop in a fridge to decrease the temperature...
Next I set the following parameters :
echo "100:0:65:70:0" > /proc/acpi/
echo 2 > /proc/acpi/
echo ondemand > /sys/devices/
this fix the problem.. but if the system crash It returns to original bad settings... so I must put again my laptop in fridge and repet the operation..... My computer is a HP Omnibook xe4500s .....

Is this on 7.10 or 7.04 with Kubuntu/Xubuntu? Are the fans not running at all or are they just not cooling the system?
