initial warning dialogue not HIG compliant

Bug Description

Binary package hint: desktop-effects

When starting the "desktop effects" capplet, I get a warnings dialogue that has several interface problems:

- primary text "Warning:". The primary text should tell the user the main point of the problem
- secondary text: is not selectable
- a "Enable Desktop Effects" button on its own row. this button should be the default, affirmative dialogue button instead! i.e. the dialogue should have [Cancel] [Enable Desktop Effects] buttons
- the dialogue has a separator
- the dialogue spacings are not HIG compliant

The 2nd, 4th and 5th problems could be fixed by simply making this dialogue a GtkMessageDialog.
