need a command to switch a repository between trees and no-trees

Bug Description

After a repository is created, there's no obvious way to switch it between having trees and not.

The "reconfigure" command would be a great place to put this now

Fix available in the associated branch (new --[no-]trees options in bzr reconfigure).
