Upgrading to 1.3.0-0ubuntu1.1 causes a large number of connections

Bug Description

We upgraded a host icehouse host to 1.3.0-0ubuntu1.1 and all of a sudden instead of having the usual 2 connections open to rabbit we had 10 and growing. We reverted back straight away but there is something very wrong with this patched version

Hi Sam,
1.3.0-0ubuntu1.1 is already superseded by 1.3.0-0ubuntu1.2 in trusty-updates/main [1], and it works for me - 4 connections all the time.

Hi Sam,

Can we get more information about the deployment here? Are you using SSL for your rabbit connections? Do you have logs that you could provide or any other configuration information?

I suspect this is caused by the same issue as bug 1472712.

Sorry we have upgraded to 1.8.1, oslo messaging before this version is just plain broken.
