M-NotifyResp.ind PDU is rejected in some networks

Bug Description
M-NotifyResp.ind is sent to indicate the network that we have received properly an MMS. For some networks, this PDU is rejected. This have been noticed for:
Vodafone (Spain)
Giffgaff (UK)
but probably affects more operators.

This PR solves the issue at least for Vodafone Spain, testing is needed for other operators:
