This bug is not a problem with the Upstart source code, but a problem with Ubuntu's shutdown jobs or scripts that they run.

Even if the problem were found to be in the upstream code, the right way to file it here as well would be to click "Also effects Project" in the original bug, rather than opening a new one and pointing to it.
