KDE shutdown dialog only has logout button

Bug Description
Upgraded to Kubuntu Gutsy beta using the upgrade tool.
Accessing the standard KDE shutdown dialog (from the K menu, taskbar button or Ctrl-Alt-Delete) only has a "Log out" button - it lacks the usual selection of suspend, hibernate, restart and shutdown. To restart or shutdown, I have to log out and use the shutdown option from there.
N.B. ATI graphics card - the upgrade has set my machine to use XGL.
