libcogl15 installs fine on 14.04.3 (indeed, it's in many images), as libegl1-mesa-lts-vivid Provides libegl1-mesa-drivers. What's the actual problem here? Are there logs of the build failure you're seeing?

It would have be something like this at the time of filing bug -

$ sudo apt-get build-dep totem
Reading package lists... Done
Building dependency tree
Reading state information... Done
The following packages have unmet dependencies:
 libclutter-gst-2.0-dev : Depends: gir1.2-clutter-gst-2.0 (= 2.0.8-1build1) but it is not going to be installed

 libclutter-gtk-1.0-dev : Depends: gir1.2-gtkclutter-1.0 (= 1.4.4-3ubuntu2.2) but it is not going to be installed

 libcogl15 : Depends: libegl1-mesa-drivers

With libwayland-egl1-mesa-lts-vivid 910.5.9-2ubuntu1~trusty10 installed then it's ok...
