Bug Description
Binary package hint: emerald
...or at least make it a "suggested" Package.
Emerald cannot fetch any new themes from its repository unless svn is installed.

Making a theming system depend on a VCS sounds like the wrong solution here. The themes should be packaged or there should be a way of fetching them over http.
