Bug Description

As discussed in IRC around http://irc.evergreen-ils.org/evergreen/2015-08-06#i_194112, we need to make some changes to the Makefile under build/i18n/ to account for additional translation needs. Most specifically for this bug, I'd like to propose some initial changes for the Makefile to include the creation of a translation template for the new web based staff client from Open-ILS/src/templates/staff/..

Included here is an initial working branch that adds a new pot file called webstaff.pot that includes all the current translation strings from the staff directory for the web client.

Dan Scott suggested to me that we may want to also include other Makefile changes for other targets, like any new/missed dojo ones, or KPAC too.

More to follow, not putting a pullrequest on the changes yet while we look at things further.
