url entry form should add http:// where necessary

Bug Description

As I reported when I reopened bug 73689, the "Add Bug Watch" form does not accept entries like "bugs.debian.org/444275". It would save users typing if LP's URL entry forms would add http:// if the supplied URL is missing the scheme part.

This is particularly relevant for Debian as with Debian
bug URLs it's usually quicker to type bugs.debian.org/whatever than to
cut-and-paste the URL.
