custom keybindings don't work immediately

Bug Description
Binary package hint: xfwm4
Xubuntu 7.10 beta (but occured in Feisty too)
Assigned some custom binding to my laptop's special keys with xmodmap.
Called them F13 F14 F15.
Then, opened settings>window manager settings and assigned F13 to "show desktop", F14 to "next workspace", F15 to "previous workspace".
Everything worked fine.
After rebooting, the keys don't work. Checked with xev and they're still assigned.
When I open "window manager settings" and re-assign just one keybinding (e.g. the "show desktop" one), suddenly even the other ones start working fine.
I also modified the default keytheme, located in /usr/share/
(Note: default keybindings, like alt+F9, work from startup)
