Bug Description

Rasterio fails to build from source on i386 due to failing tests. A solution is attached. These patches were also applied upstream and will be added to debian as well (as soon as the libstdc++ transition is over).

however syncing 0.25, you see test failures too:

This version of rasterio relies on a newer version of python-cligj (should have adjusted the d/control). I have a branch here of that package: https://code.launchpad.net/~johanvdw/+junk/cligj - just reviewing how to get this sponsored properly.
