A new version of python-troveclient is required by OpenStack heat and openstack-trove to enable the packages to build.

I'm checking with zigo to see if he's ok with adding an epoch in Debian.

Debian now has an epoch, so we should be able to sync this.

This dependency is incorrectly expressed upstream and is required to unstick a few FTBFS for wily openstack packaging; syncing from experimental.
