Bug Description
There is some confusion around the amqp requirements with the Glance charm. After speaking with James this morning, amqp is only required with Glance if you are wanting to use Ceilometer for Glance metering. Since an amqp relation is not required in all scenarios, can 'optional: true' be added to the metadata.yaml file?
Either way, I would think that the need/usage for amqp should be documented in the README.
