Suspending a job does not return to the prompt

Bug Description

1) I start gedit from the terminal
2) Switch back to the terminal window, suspend gedit using Ctrl+z
3) Put gedit in the background by using bg %1
4) From the terminal do a man ls
5) Suspend man ls using Ctrl+z
6) From the terminal do a man ps
7) Suspend man ps using Ctrl+z

**It does not return me to the prompt. I have hit "Enter" before it does that. However the man process does look like it is suspended**

can't confirm this using bash+gnometerminal and zsh+gnometerminal.
is this still an issue?
