fcitx-mozc is not installed by default on Ubuntu 15.10.
Of course I've chosen Japanese language.
Xubuntu and Ubuntu GNOME 15.10 do not have such an issue.

Hi Ikuya,

The status is that fcitx-mozc is not seeded in the images but pulled by language-selector when it tries to install complete language support for you. So if there's no Internet access during the installation fcitx-mozc won't show up in your system.

In the two log files, the one on Ubuntu does has Internet access but no additional package is installed, but for the latter one it does. Could it be something wrong with your installation process (like clicked Skip button when configuring APT)?

No. I do not do such a thing.
Another additional packages like "language-pack-gnome-ja-base", "ibus-anthy" (Ubuntu only), and "firefox-locale-ja" are installed by default.
fcitx-mozc is only package which is not installed by default.
