terminal doesn't export its own menu on a new install

Bug Description

New wily install from iso (french selected) on the 21/10/2015. Disk wiped.

After install, first login:
1. Open a terminal with ctrl + alt + t (the same happens if started from the dash with <super> + terminal<enter>)
-> see that "Terminal" single entry menu is exported on the top unity panel.
However: the other menu entries ("File", "Edit"…) are present, but not exported (see attachment)

2. right-click and unselect show menubar
-> the "Terminal" single entry is still exported, and as expect, the menu bar doesn't appear

3. if you reenable it, you are back to state 1.
